Abstract
Scope of the study is the U.S. Department of Education's minority outreach campaign to promote the No Child Left Behind Act. The method used is case study employing Jowett and O'Donnell's 10-point propaganda framework. This study provides a comprehensive examination of the Department of Education's controversial promotion of the No Child Left Behind Act by employing Jowett and O'Donnell's 10-point propaganda framework. Based on the campaign's fit with expectations of propaganda, findings seem to support arguments the campaign is propaganda. This case study provides a backdrop for discussion of PR's role in promoting policy. Guidelines emerging from this research focus on a recommitment to a professional code of ethics.
