Abstract
The study was conducted to develop a system to estimate a reasonably accurate production rates for controlling highway activities for the Oklahoma Department of Transportation (ODOT). The study identified critical factors and assessed their relationships with production rates of highway construction activities. It identified weather conditions, geographic location of highway projects, traffic condition, quantity of work, size of contractor; number of lanes, highway type, route type and soil type for earthwork activities as critical factors affecting production rates of highway construction activities. The study developed production rate prediction models for controlling activities with significant number of data points and prediction models based on subjective data from experts for activities with insufficient data points. In addition, Excel based program was developed based on the models.
